I don't know if Bilg from The Final Empire counts as a villain, but for the brief time we know him, he certainly comes across as slightly villainous . RIP Bilg

If you want (lots of) suggestions and some debate about order, see this thread. Bilg totally counts as a villain! A very small time one, true, but an antagonist nonetheless. You'll meet more, though, once you read the other books... so many more...
