Not necessarily. They do however have only enough power to create one useful CP. There might also be another reason. You see Justice and Wisdom might be trying to become one. They would both benefit. Wisdom gets more raw power and Justice has a voice of reason and pure logic to turn to. Maybe this is related to how they became so weak and drifted so far.

Also Wisdoms cloud power can also be given to others.

Hope powers

Emotional- Starhope- makes people more optimistic

Body- Seereye- can see the short-term future. Can use this to get an instant glimpse from his/her viewpoint.

Cloud:

Active- Illumination- can make clouds glow, but this uses up cloud-power.

Passive- Smoothing- can make ones own clouds slippery(like ice).

Cloud appearance- very light blue with an inner yellow glow.

Edit:ninja'd! Hmmm... it is very similar to Harmony yes. Simple lack of power is probably reason enough for having 1 CP

Cloud: Maybe like Nightwielder, but with clouds. This could be the solid cloud thing, but this brings it to the next level for CPs.

I'm starting to think we might want to make a wiki for this. I don't know much about how, except there is a button marked 'Make your own wiki', and that's about it. Thoughts?

The cloud power simply being more power us weird. One posible cloud power could be cloud storing allowing you to store clouds in your body and use them later.

A wiki would be nice but isn't really that necessary. Also I am really enjoying this thread so maybe we could make another group worldbuilding projecta fter this one.

Ok this is the pig of this city

Also there are clouds that are already kind of solid when found. Some even have rivers. Most wildlife lives on these clouds. And the world has weaker gravity than ours (you can make up how much). We also need a reason for why the clouds don't fall when anything with weight touches them.

Hak- Even though they are covered in small feathers Hak are quite similar to the pigs of our world in general body shape. They have beaks, their necks are slightly longer and more flexible and their back legs are like those of birds.

Like birds Haks lay eggs. They don't however form nests due to their front legs having hooves. They instead dig pits into the clouds. At least the wild ones do.

Ok here's a story from the point of view of James Orchard- a Courage Cloudpriest showcasing Cloud magic.

James' sat and read his portfolio while a speech droned on in the corner of the bar. The man speaking was Henry- a fellow Cloudpriest although his power came from Hope. He was asking people to join him in hope. That by itself was a common thing for Seers (common name for Hope Cloudpriests) to do. The hope being of cheaper alcohol wasn't. The hope had- at the start- been for luck in tavern games. Not for Henry himself of course. Although seeing the future didn't give one much of an edge at playing dice it was devastating in "Hak rampage"- the game currently being played.

The players would choose a card with a number from 1-50 and place it on a table ,and when all cards were placed they would be turned around. The players would then move a piece- referred to as a "hak"- along a line an amount of steps equal to the number chosen. The player whose hak was farthest away from any other would win and any whose haks were in the same spot would pay double.

As James was finally ending his musing Henry stopped his speech.

Suddenly he shouted"Duck!"

James' quickly realized Henry had seen the future and so he readied himself, turned some of the Couragecloud bars he had in his pouch into clouds and turned to the door.

He should have realized that something a Seer considers a threat wouldn't use a door. The ceiling shattered above James, ripped apart by black smoke shot through with red.

A blur streaked through the hole and James felt himself slow down. He quickly realized that the blur was an Anarchist using his speed. So James linked his strength with that of the Anarchist and flexed his legs. At first this didn't do much since the Anarchist was using his legs for running, but as he leapt over a table he stopped using the muscles and their strength went to James. James used the moment to run towards the Anarchist. As he ran he shot some clouds out forward, hit the Anarchist with them, solidified them and made them stick to the man before ramming him into a wall far away from Henry. At that moment however James sloved allowing the Anarchist to smash James' clouds and run back towards the pair of CPs. As he ran his black clouds shot out of the floor- he must have stored them there beforehand. The clouds formed in the shape of blades. James formed himself an orange shield of clouds, but the blades hit bfore he could include Henry. As he looked though he saw that Henry had formed his own smaller ,light blie shields each deflecting blades he had predicted the locations of. He moved the shield behind him, but the Anarchist had changed his tactic and was sending the clouds towards them in gas state before forcing his emotional magic of madness. James' thoughts became a scrambled mess. Question like "How did that game of "Hak randomness" end?", "Was Edward a CP of Liberty or of Love?", "Is that rumored CP of Wisdom and Justice real?", "Why is there a black spear shooting towards me?" flooded his mind.

He recognised the last question as somewhat urgent and absorbed Courage clouds for the determination boost. His mind quickly returned to normal just in time to coat the spear in sticky liquid clouds and stop it inches from his chest. The Anarchist saw this and twisted the spear around, hit James, realized his chances against two CPs and ran away.

After he recovered James tried to chase him with superstrength leaps and reduced weight, but realized it was futile.

The life of a metalcatcher was dangerous.

Ri climbed down the small wooden ladder, the clouds around her, the broken disk of the City just visible some hundred meters above. The ladder was built out of smokewood, wood, solid enough to build out of it, but almost as light as air. Fourteen other ladders led down around, a climbing metalcather on each. Most metalcatchers were women or very light men. There was only that amount of weight smokewood could sustain.

Love be praised, today there was no wind. Ri absolutely hated it when the wind pulled on her, her clothes, the ladder, the other orecatchers. Yiso had died on a stormy day. Climbed down, and never came back. Probably he hit something below. Probably not. Nobody knew how far the clouds stretched below the City.

"Hey, Ri!", said Sari, a young Courager-girl with hair as red as a flame from the ladde to the right "Do you want a race?"

"Deal", said Ri "On three. One..."

"Deal", said Dolso from a ladder to Ri's left. Dolso was a Lovener-boy [COMMENT: "Lover" is occupied otherwise], with dark hair, cut after the new fashion in severeal stripes from fore- to backhead. "Two"

"Three", said Ri, and all three started to climb down as fast as possible.

Of course, Sari was first. She jumped the last five meters and grabbed the thin smokewood-bridge. Ri came last and happy nobody got hurt. The metalcatcher plattform was built out of thin bridges in a web of eigthy times eighty meters. The construction looked like it would crash any moment, and sometimes it happened. Less than one year [COMMENT: we do have years, right?] ago, another metalcatcher web crashed, and forty metalcathers died.

A Cloudsmith - his name was Jell n'Dorik [let's say the "n' " indicates a CSm], Ri thought - sat in the middle of the web and sustained it - it was possible to build webs without supporting cloudsmith, but they crashed in an instant. Even metalcatchers were no that crazy. The web was build above a stream of ironclouds, the second-most often of all metallclouds, just after aluminiumclouds, but the easiest to acess. Nets tangled down from the wooden web, down in the stream of dark-grey clouds. The ironclouds were fast and heavy, and carried small chunks of iron with them.

Ri and Sari and Yiso went to section 5 and started to pull up the nets. The day was slightly better than the average, and they managed to get around one kilogram of iron per net. The work was exhausting, since the nets were big, and it was a real pain to get the small chunks - none bigger than Ri's little toe - out of them. The iron was put in baskets connected by ropes to the city, and the baskets were pulled up every hour. The clouds were uncomfortably hot today, and Ri's back was damp and itched like a party of cloudants decided to bite it togehter.

Sari sang the Song of Knight Gonri, who - on the wings of her mighty Roc Fosh'hol - traveled to the City of Darkness, and Killed the Dark Queen of Dlogho, to free it and to some other unheard places in the Clouds. That helped, but not mutch.

During their lunchbreak Ri lied on a small plank, and looked to the skies, when she saw it. A cloud-circle of black, with a red glowing inside. She hadn't the time to scream, when a Cloudpriest of Anarchy almost fell out of the sky. The Talent of flying was lost with Liberty's disappearing, but the Anarchist managed to circumvent it, by creating soft Cloudshields below him. The distance between two of those was not more than four meters, and a cloudshield slowed his fall enough to stay controlled before breaking.

The Anarchist - it was a women around thirty, with a friendly face, blond  hair and slightly mad blue eyes landed just beside the Jell, and beheaded him with a hatchet out of clouds. Then she hacked one of the planks. The brigde-web shivered. Next hack. Section 6 broke almost immediately off, and Yiso fell with it. He did not scream. His face - Ri saw it for a moment - looked almost calm. The ironcloud swallowed him and the others.

The Anarchist turned to Ri.

I thought that people refer to each other by District (Hoper, Honorer, Courager, Libertier) for Love's part it's difficult, since the Term "Lover" is already in usage. So I decidet for the term "Lovener".

Also Anarchist powers

Emotional- Madness- makes people lose focus. Prolonged use can cause mental damage.

Body- Speedlink- the same as Braves, but with speed (doesn't increase mental speed)

Cloud:

Active- Cloudphasing- can move clouds through solid objects (moving through people causes clouds to be absorbed causing the emotional power)

Passive- Absorption- clouds can absorb up to 10 times their mass in liquid.
