Windrunners and Surgebinders

Is there a difference between Windrunners and Surgebinders? Knowing Brandon, there's a distinction between the two, but as far as I can tell, he hasn't explained it yet. Personally, I think Szeth is a Surgebinder, and Kaladin is a Windrunner. I think this because Kal has a spren, while Szeth doesn't. 

Thoughts?

Windrunners are a type of Surgebinder.

Innate Soulcastng is also a kind of Surgebinding, according to Brandon.
