If Dawnslight wasn't the first one my money is on Prof. From something he mentioned in Steelheart he was not only one of the first Epics but also even before the year in which Epics became "common". Plus, the sheer amount of power he has fits with the theory that over time Calamity only has a limited amount of power to give new Epics, explaining why so many appeared at first but only rarely afterwards. 1

With the recent earthquakes in Japan and Nepal, if this was the Reckonerverse at the beginning, those could have been caused by an Epic/s and we wouldn't know. (I don't mean to trivialise those awful tragedies, but it is something to consider). We wouldn't be able to spot a single person raising their arms or making gestures to cause the disaster.
