Well the Cadmius-Bendalloy Bubbles don't create a redshift-blushift when used. It's an exception to the physic law to avoid microwave radiation to the user (and his death).

Similarity if something like a planetar Time Bubble is in place, the life there will froze or burn from the electromagnetic radiation (if the time manipulation affect electromagnetic waves of course)
