On the Coppermind, it says that "The pulsing which comes from the Well of Ascension is a pure tone of Scadrial."

Does this mean that a seeker could locate any perpendicularity, as long as they were a really good seeker or hemalurgically spiked? why wasn't Vin drawn to the pits?

We have no indications that any other perpendicularity broadcasts it's tone and rhythm the same way that the Well of Ascension did (which Leras specifically set-up to work that way on a 1024 year cycle). The Well was designed to choose a Vessel 16 years before it was Full, and to begin broadcasting it's Tone and Rhythm to lead the chosen to the Well.

What are kinetic and static Investiture?

Good question. So I've been talking about this for a while, so some of the arcanists out there know. Kinetic is a thing I'm defining that the Investiture is being actively expressed and used, and so it has certain effects. For instance, you're gonna see sand get charged by kinetic Investiture but not necessarily by static Investiture. Static Investiture being Investiture that is stuck in a sphere. If you just walk by with that sphere, particularly if it's in a bag or something, the white sand's not going to see anything. But if you are actively using it to do something, if you have created or are maintaining something, if you are flying or you are using one of the Surges, then we call that kinetic. And kinetic Investiture is going to show up much more easily to someone who can replicate the abilities of a Seeker, who can hear pulses. These are the things the spren notice when someone is using their powers. This is white sand. There are just many things in the cosmere that respond to Investiture being used in some way, and when it is not being used it is harder to hear, locate, or reference.

Even Venli did not sense the Perpendicularity directly - despite being a singer to hear Roshar, Stone had to help her find the way and hear the Beat and listen from partially in Shadesmar.

Perhaps they had been used in an effort to spot Deepest Ones. Nervously, Venli peeked into Shadesmar to see if any Fused were nearby, but found only an expanse of beads—with glowing flames higher up, representing the fighting humans and singers.

Until, Timbre guessed, someone arrived who was bonded to both a spren of Odium and a spren of Honor. Venli. Had Odium somehow masked his pool using Honor? Or was it something else? 

 

It's likely that a Seeker would need a valid Connection to the Investiture in the Well to Seek it. 

It's possible that other Perpendicularities' tones and rhtyhm can be sensed, but we don't have enough data to know if that happens automatically, requires certain conditions, or has to be prevented when a Shard does not want it found (or some other circumstances). In Theory, a skilled enough Seeker, with the proper Intent should be able to sense a perpendicularity if it is Pulsing.
