I've wondered if perhaps Valor and Endowment are working together - hence Vasher and Nightblood being on Roshar? Endowment does say to Hoid:

Although the claim at the end that Valor and Endowment are both maintaning their isolation is a little bit of an issue for the Valor on Roshar theory.. but if Endowment is working indirectly through Vasher/Nightblood and Valor is working indirectly through Nohadon... maybe there is still an argument for that?

Her refusal to interact with Hoid could also be an indication that she doesn't want to reveal herself to anyone on Roshar specifically perhaps?

I don't know how much we can trust Endowment's word at face value. Harmony's letter indicated Valor wanted to meet, ally with, and work with Hoid against Odium but in her letter Endowment claims Valor doesn't want to see him. I'm leaning toward trusting Harmony on this since he's proven trustworthy throughout the Cosmere while it seems like Endowment just wants Hoid out of everyone's hair.
Anyways TLDR I feel we should be suspicious of Endowment

Just throwing another thought out here though - what if Harmony is telling the truth and Valor does want to talk to Hoid, but Valor is not able to connect with/ communicate with him while on Roshar without revealing herself or her actions? And maybe Endowment is worried about Hoid trying to contact Valor and accidentally revealing her? So then she would encourage him not to contact her and to leave her alone, along with a message clearly trying to say that Valor is anywhere but Roshar and definitely not invovled in anything? hmmmm

Oh wow could be. So then Endowment would actually be fine with multiple Shards on one world? But then why refuse to help against Odium and being like “No Aona and Skai totally had it coming”

Yeah the problem is that would have to be part of her act, so for this theory to work we have to assume that she is pretending those things in an effort to make Hoid (and potentially anyone else who may get the message) believe that Valor is not on Roshar and would not intervene. Like Endowment would be in cahoots with Valor and acting as her alabi and distraction.

So it’s a stretch probably but I still kinda like the idea haha

Ok after weeks of pondering I have come up with a potential solution. 
I still think Endowment is genuinely being high and mighty and does think Shards deserved death for breaking their oaths and I also think she's a bit of a liar and just wants Hoid out of everyone's business. As far as her relationship with Valor goes, we don't know when she helped Valor with whatever it was Valor wanted help with. It could have been millennia ago and since then Valor arrived on Roshar but Endowment doesn't know since Valor's hidden from everyone. My theory is that Endowment helped Valor due to her staying a solitary Shard at the time but since then Valor traveled to Roshar and Endowment just doesn't know. Still a bit of a stretch but I could see it happening.
