Does Honor and Odium's deal to limit the investiture Rosharans still hold?

I recall that Odium and Honor made a deal, that they would cease to increase the amount of investiture or power they permitted rosharans to hold in order to avoid repeating the disaster of Ashyn. I believe Tanavasts way to honor this deal was to create an oath-based system to bind the surges. However, Dalinar rennounced ALL of Honor's oaths. 

So this means in theory Retribution could possibly unbind surges, no? Although, on the other side, he does seem to be honoring the borders of the contest, so maybe this will also be honored.

Dalinar broke all previous Oaths made by Honor while holding Honor. If Honor as Retribution still wants to hold to that limit, it may keep Taravangian from acting against it. But there is no longer a binding Oath.

I like this answer. I don't expect brando to have surges unbounded in book 6, or he would have made it part of the ending of this book.

I think this will be part of the explanation for the emergence of new magic in book 6, the binding will have surpressed other forms of magic, the "old magic", which will become more useful and be essential to the fight moving forward
