We do not yet know the nature of their relationship, Spoilers (Tress, Mistborn Era 2, WaT):

As of Ulaam's first appearance under that name, he has been friends with Hoid for a long time. As of the WaT Ending, we know they aready knew each other before Mistborn Era 2, and Ulaam was, presumably, on Scadrial at least before the events of AoL.
