I'm guessing this is mostly when all of the Fused are gone and there are no willing Singers to take more. 1

Fused appear on Roshar as Spren (as seen in Venli's interlude - OB I-6) and search out a Singer Host, occupy the Gemheart and eject the soul there to take the body. Repeat until the desolation ends when the heralds... decide that it's been enough fighting? (I'm also not entirely clear how it's decided when a herald's death means it's "permanent" until the next desolation and when it's "instant" rebirth) When the firt Herald Dies, the Fused stopped being reborn, When the war is over, the remaining Heralds that survived volunarily returned to Braize to end the Desolation - otherwise, the return would just start anew.
