7 Surges Of Both, 1 of Cultivation, 1 of Honor.

What's the 10th one?

We hear Honor say that they made 7, I've presumed he meant surges. 1 Cultivation made herself (I presume Progression), 1 Honor alone (I presume Adhesion). So which is the 10th surge and whose is that?

I think he meant spren.  The nine true spren are those who create radiants. The tenth type is the bondsmith spren (storm father, night watcher, the sibling).

it was spren, I don't have my book with me so I can't pull the quote but they made 7 spren, then honor maid spren who loved the wind, and then Kor made her own. Then Odium interrupted before they could make the tenth. 
(Honorspren are Honor's and Cultivationspren are Cultivation's OFC)

Speculation elsewhere in this forum mentions that of the Adonalsium megaspren on Roshar, one was the Wind, and one was apparently the Trees. Honor and Cultivation seemingly each picked one to become the model for their heirspren.

My understating was Adonalsium created the 3 OG, Wind, Stone and Night.

Wind sang to Honor, due to the instruction to protect, to shroud, to nurture. Eventually the Stormfather was created.  Night was picked by Cultivation, however Night left so Cultivation created the Nightwatcher from the remnants.  Both Cultivation and Honor then created the Sibling from Stone.

@scudalarm is pretty much right to the best of my knowledge. Though h w EXACTLY, the Nightwatcher and Sibling were made isn't completely clear to me. but The Stromfather is said to be a simple humans feared the storms so much they made a spren of it.
