Two RoW Ch. 80 questions (The Dog and the Dragon)

Hey folks, I've not been able to find any WoBs on this subject, so I'm wondering if any of you know or have an idea here. 

At the start of the chapter, it says Kaladin is in a place where the wind hates him, and when he meets up with Wit, Wit suggests it’s another planet. On what planet and in which realm is Kaladin in during this chapter? I've seen some Reddit posts that suggest it's the Cognitive realm of Braize, but it doesn't seem to be how we've seen Shadesmar described anywhere else.

Separately is Wit using a bendalloy/cadmium bubble to do something with the storm?

Kaladin is in a Vision (much like Dalinar's Visions - where is body does not leave, but his mind is in the Vision) - but the Vision's setting is the Cognitive Realm of Braize. 

The feeling the "wind hates him" is the hint that Odium is causing this (and they are not just nightmares). It's meant to imply this is what the Heralds endured each time they went back to Braize between Desolations (except the Voidspren and Fused Souls were present to torture them even more if they caught them).

It is unlikely (but not impossible) that Wit is using Allomancy in the Vision - he just has a lot of experience manipulating Visions. if it were just a bubble, then the environment elements (wind, blown rocks, etc)) would still transition through the bubble's edge. Instead, Wit used some other method to carve out a space separate from the surroundings in which to have his chat and share a story.
