In various parts of the book, we get information that Emul and Tashikk left the Azish Empire. However, does this count as "legal" or were they "legally" controlled by the Azish at the time of the contest of champions. Could Odium have not had every city in every empire secede and make their own capitals, or is there something about the Azish legal code that allows it? Also, I'm fairly sure Yezier and Alm never rebelled, so does it count as part of Azir?

Did Yezier rebel at the last moment? If it counts as part of Azir, are Marat, Liafor, Desh, etc. all controlled by Yanagawn? We know Tukar and Steen are Odiumland, but what about the others?

Or, does the Azish Empire no longer legally exist? Is Yanagawn still the Prime Aquasix of the Azish Empire, or just the Prime of a weakened Azir?
