The spren occasionally described as slivers of Honor (at least some of them I havn't looked deeply into it) and above the beginning of one of the chapters of Wind and Truth, it says that spren are not as common as the once were. So I'm thinking that the reason for this might be when someone ascends to Honor somewhere in the book, the power spread as spren throughout roshar will be reclaimed into the shard of Honor, and only some will be left. Or something like that?? 

Also, separate question, but are the Seons the remnants of Dominion and Devotion? Like, is there a similar thing going on where they were there before, but more were created after the splintering of the Shards on their world?

The Stormfather is technically a Splinter of Honor, but it was an intentional Splinter, that Honor did himself.

So, all of the honorspren are Splinters of Honor, but this is a different situation because he actually did this intentionally.
