Here is a base summary of how this works, to find more details please look into the labeled spoiler sections. (Please note that this post will be edited after games and the continuation of the story line, so check back frequently because this will be updated)

After the rebellion against the capitol, the group of rebel freedom fighters took over. They split the 12 districts into 4 districts, each named after one of the four suicides during the Stormlight Hunger Games. These 4 districts have been separated been separated by wire and electric fence in hope of keeping some order. In order to travel to one of the other four districts you must get permission from the head of your district and travel one day by train. (OORP note: You do not have permission for your character to leave the district and go to another unless  you PM @SmilingPanda19 and get your character a ticket, there are no exceptions) 

ABOUT YOUR DISTRICT:

History: District Oradin was named after the tribute who committed suicide during the Stormlight Hunger Games. He was a young man born from District 5 who fought and died in the Hunger Games. What is notable about his death is the fact that he chose to die in order to hopefully save anothers life. To honor his noble sacrifice this district has been named after him.

DISTRICT LAWS:

Failure to abide by any District Laws is a Criminal Offense 

Law One 

All family members related to a past dead tribute will be rewarded with an estate of two acres of land in the tribute’s birth district. For every ten people inhabiting the two acres, another two acres will be added. 

This law extends to four generations both younger and older than the tribute. This law also extends to the second cousin. Anyone found on property past these restrictions are prohibited by federal law.

Upon the death of the last of the tribute’s lineage who is within the bounds of the law, the capitol will receive the land back. The remaining items and possessions of the lineage are to be removed by 120 days after the death of the last ‘heir to the estate’ has passed. 

Law One: Section B

Alongside of the estate, the capitol will provide five additional tessera for each member of the lineage living on property. This will be delivered five times a year, one tessera ration each time. Anyone who does not accept the tessera does not have the option to gift it, it will be taken back by the capitol as a humble donation. 

Law Two 

By order of association, anyone found to have had a pre-marriage sexual relation to a capitol citizen, both child and adult, will be officially considered a capitol citizen and will continue to be for the rest of their lives. 

Any child conceived by a district born citizen and a capitol born citizen will be considered capitol born. (Please see part 1 for information on the district born parent) 

Any child conceived by a capitol born citizen and a capitol born citizen will be considered capitol born. 

Sexual relationships between capitol citizens and district citizens is strictly forbidden, and non-sexual relationships are highly monitored. 

Law Three

If a child is of capitol birth, it will stay with its mother until it is two years of age. If the mother is of district birth, she will be immediately discharged from district society and officially a capitol citizen. 

If the child is two years of age it will be removed from the family and transported to its chosen district location to begin its trade education and work. Peacekeepers will keep watch over the capitol children during their time in the districts. 

Law Three: Section B

Capitol children are permitted to receive mail once a month and send mail once a month. This is known as the traditional ‘mail call’ where on the 5th of the month they will receive mail and on the 12th of the month they will have the ability to send mail. 

 Additionally a two day long trip is held on the child’s 4th, 8th, 13th, and 16th year (birth year). They will leave on a train at dawn and arrive by supper in the capitol, spend the night with their family, and the next morning be transported back via train. This will only take place if the child has a spotless criminal record. 

On a child’s 19th birthday they will be transported to their permanent location, either working in the capitol as a servant, or in the factories. At that point if the capitol child has either a spouse or a child under the age of two years, they will be transported with them to the same location, if they do not have either a spouse or a child, they will be transported to work with any familial family that is still living. If the said spouse is under the age of 19, they will remain in the districts until their 19th birthday. 

Law Four

Capitol children while their time in the districts must complete all chores and tasks their peacekeepers assign and must follow every order given to them. 

They are to respect every district adult and child as authority as they are a class higher than them. 

A capitol child is prohibited from exiting the assigned district unless permitted by the head peacekeeper or a game maker themselves. 

A capitol child has free reign to roam around their assigned district as they please as long as they follow the parts above and below. 

Law Five 

Punishment for a capitol child in the districts include, but is not limited to: Flogging, humiliation, temporary starvation, beatings, and others. 

Punishment is limited to death unless approved by the head peacekeeper or a game maker. If a child is killed without the consent of the head peacekeeper or a game maker, the peacekeeper will be removed from their position and sentenced to servanthood. 

Any and all injuries and/or deaths outside of the peacekeepers control are not the fault of the capitol, nor are they responsible for providing a burial. If a capitol citizen is murdered, the murderer will be dealt with by court. 

Law Six

Travel between districts and/or the capitol is strictly forbidden if:

The traveler has a criminal record

The traveler has not gained approval from a game maker

The traveler is a child of a Capitol citizen

All travel papers must be filled out and sent to the Capitol to be reviewed. 

RP LAWS:

No. Killing. Anyone. You’re NOT IN THE ARENA YET.

You must get a train ticket from @SmilingPanda19 in order to move or transport to another district. 

You are allowed to play more than one character, but you must have one capitol born child between the ages of 8 and 18 who can be reaped for the next hunger games. Any other district and capitol characters you have need to follow the guidelines we have set. 

 

Current Situation: PLEASE READ

After districts 3, 5, and 6 combined and were established, the rebels rounded up all the capitol citizens. The Gamemaker Headquarters was flushed of capitol citizens and replaced by rebels. For these next hunger games everyone who is participating will be a capitol citizen. That means you will be playing a capitol child in the next hunger games. The capitol adults have put in prisons in the former capitol and the capitol children have been divided into four groups (siblings and families have purposefully been separated) and spread among the four districts. There they work as servants and poor folk. NOTE: The capitol children in the districts are between the ages of 8 and 18, this is different then most hunger games. You do have permission to play a younger character.  You may also play people in the districts, or district born citizens (both adult and children) but they will not be in the hunger games. You may not play a capitol adult at this time, only a capitol child in one of the districts. I repeat.

YOU MAY ONLY PLAY A CAPITOL CHILD IN THE NEXT HUNGER GAMES, NO EXCEPTIONS 

You may choose which district your capitol child has been stationed in, but once you choose you can not change your mind and choose another unless you contact @SmilingPanda19

Delind was unhappy. Today was her 16th birthday, but there was no party, no celebration. She could remember when he had been a child and her parents had thrown a huge party for her with lots of presents. Her family has been rich and she had whatever she wanted. That was before the rebels killed her parents. As  much as the new government claimed to prioritize “freedom”, it only seemed to apply it to a select group of people. Now Del was a servant for one of the dead tributes family. The tribute had been named Ninddle, and his family wasn’t fond of people from the capital. When they had been given land and servants, they didn’t care about most of the land and let anyone use it. However, since most of the servants had been children at the time, they had renamed them after Ninddle by rearranging the letters in his name. However, they weren’t very good at spelling, so their names weren’t always very good. 
the only other person who knew about her birthday was her friend Sark, who has been renamed after Rask. Since Ninddle had been the only child left in his family, his mother lost touch with reality when her son died. However, Rask had had a lot of siblings whose father had moved in with Ninddles mom to take care of her. They owned a large house and a sizable amount of land, so there were an endless amount of chores to occupy the capitol childrens time. Today her task was to mow the front lawn. So she got to watch as all of the formerly poor people walked around doing things that she should have been doing. It was hot and there were bugs everywhere. Her birthday was having a very poor start.

Ryn's eyes grew tears, his breath caught as he felt the beautiful earth for the first time in many years. and he cried. he held a single stormlit sphere, its storm crashing against the sides. He doesnt breathe it in. but he does just stare at it, tears streaming down his face. then he walks, looking for any people who were being used, so that he may help them.

A line of peacekeepers is escorting a small crowd of capitol children towards the technology factories. The children already look overworked, but this load of children hasn’t even been here for very long. They seem like new faces to most of the district folk. They almost certainly just arrived within the last week, most likely coming from District Amyra Ay where they were formerly working in the mines. It’s easy to assume that because of the dust and grime through their hair and over their face and hands.

Its been nearly eight months since the rebellion, it took two months to round up all the capitol citizens and separate children from adults. The groups of children were sent out to the districts six months ago, some of the groups shifting around to work with the room they had. 

A young girl in the group, no older than eight spots him as she looks out at the streets. She catches his eye and gives him a little smile, the edges of her lips lifting up slightly. She brings up her hand and waves to him a little.

The little girl grins when he waves back and turns to an older boy next to her, they look nothing alike so it’s hard to think they would be siblings. (She has shoulder length blonde hair and brown muddy eyes that sparkle with the dance of the light and he has a deep tanned skin with short black hair and dark green eyes.) She tugs at his shirt slightly and whispers very quiet. “Did you see? That man waved to me!” He brings his hand up, shushing her and pulling her under his arm as peacekeeper walks past, noticing the approaching man. They both watch the peacekeepr, going completely silent. 

“They are at work, do not interrupt them.” He says through his helmet, stepping in front of the children, bringing the mass to a halt. They all pause, staying dead silent. They wouldn’t dare move or continue walking, not when the Head Peacekeeper of their faction is speaking.

Ryn then continues. "So what im saying is that I dont care, and I've come to help. this" he gestures at the children "is not helpful"

He growls. "I will speak with those children. I will help them. and you will NOT intervene. you hear me?"

The little girl steps out despite the boy trying to pull her back. She steps out from the crowd. Her short dress fluffs out a little and sways in the sun, is a dirty tan color, covered in coal dust. She smiles up at him sweetly, an innocence in it. She can’t be very old, maybe eight?

“I’m Mirabelle…” She says quietly, fiddling with her dress excitedly. She looks back at the boy, he doesn’t seem happy, she is blissfully unaware of the consequences of her action, but he knows you can see it in his eyes.

Ryn smiles as gently as he can with slightly bloodstained teeth. "I am Ryn," he says in response. He stands. "If I see one of these children harmed, I will do much more than just hit you in the gut." He pauses. "If any of them die in an "accident," im going after every peacekeeper's head" he takes Mirabelle's hand. "Do you have any family with you?" he whispers.

Mirabelle holds his hand, smiling. “No, my mama is off in candy land and my dada is with her, buuuut that’s just what Tony said.” She smiles at the boy and he just stares at her sternly. She leans up on her tip toes up to Ryn and whispers loudly, “That’s Antonio, he’s a little grumpy today.”

Antonio doesn’t move, he just glares at him with hatred. This man could get them both killed or flogged by just trying to help. He looks about thirteen at the oldest.

“The Hunger Games…” Antonio mumbles, he just watches him. There is no way this man survived the hunger games, nobody survives the hunger games. 

Mirabelle just giggles. “Tony talks about the Hunger Games a lot! He said he is so excited for his name to be pulled so he can go, he even put it in thirty times! They wouldn’t let him put it in any more!” She nuzzles her nose into the back of his arm. 

Antonio listens, hearing this. He just looks away. He had to make sure she was fed somehow. He had to lie somehow to her, he didn’t know how to tell her what it really was and how it worked. 

“When I get big I want to put my name in thirty times, but Tony said cause I’m so tiny I can only put my name in once. We don’t want me to explode with so many names, I can only fit one name in my tum tum.” She pats her stomach a little, smiling at Antonio. It’s the first year her name has been entered, she could put it in more, but Antonio would never let her. He needed some kind of excuse. Antonio doesn’t dare look at them.

A peacekeeper shoots the ground, all the children screaming and huddling together. A peacekeeper moves through the crowd, everyone moving out of the way as he grabs Antonios wrist. 

“That’s enough, you’ve had your chance. Leave now.” The peacekeeper barks to Ryn.

Please understand you will be shot and suffer the consequences and injuries for defying a peacekeeper while he is working. If you back away now then you wont have to deal with any rip consequences. Confirm you understand that he will either be shot, injured, or thrown in prison and you, in some circumstances, may not be able to resist.

Antonio looks up at the peacekeeper as they try to take Mirabelle away from him. “Please-please- take me, please don’t touch her-“ The peacekeeper looks to the Head Peacekeeper and he just nods. 

The peacekeeper rips Antonio away from Mirabelle and push the group out of their shock and forward, on their way to the factory. The other children pull Mirabelle along silently as she screams. Antonio just hugs her until he is dragged away, whispering to her. “It’s going to be okay, Tony will be right back, he will be right back.” The group moves to the factory in the late afternoon.
