This is almost identical to when Navani wrote the prayer for Dalinar in RoW. In yumi and the nightmare painter, creation was also mentioned in connection with art in chapters 34 and 41. My shot in the dark is this is connected with a Dawnshard.

Something from nothing was more so just fancy prose on the part of Hoid rather than true creatio ex nihilo (we also know creatio ex nihilo is impossible in cosmere). And creation in this case is more so about artistic creation, as related to Virtuosity. So, I feel it is more just to do with Virtuosity's intent, than a Dawnshard. But, there are theories that say that each Dawnshard is connected to the Intents of 4 Shards. So, you also could be on the right track.
