If you put a doc on a Google classroom assignment and access the document from your phone, you can put photos on it from your school account without a cord

Are you serious?! That's insane! Not to mention that I think even the current policy is terrible for self control, because forcing people to not be on their phones completely bypasses the consequences of that choice!

If a person chooses to be on their phone, they are the ones that have to deal with dropped grades and trouble in the future. Tough love, I know, but it's effective.
