In a 1v1, Windrunner vs. Skybreaker is close enough to vary between individuals, situations, and luck, although I'd give a slight edge to the Windrunner assuming everything else is equal. In general I'd say that Windrunners are more skilled in combat than Skybreakers, as members of their order are noted to be the most like traditional soldiers, while Skybreakers are more like MP's. Although we haven't seen division utilized by a Skybreaker, it is pretty safe to say that it will be blocked by Plate. If it isn't, then Skybreaker has a serious edge. Otherwise, Windrunner wins 1v1 6-7/10.
