Implications of SP#1 for SP#3 and SP#4

I was under the impression that one and only one of the stories would be a romance. It turns out that TOTES is the romance. Going by the covers I was convinced that SP#3 is the romance. So if SP#3 is not the Cosmere's Romeo and Juliett, what is it?

In the stream, Brandon was upfront that book 1 and 3 had similar plots. Since I think having the assumption that there is only one romance is flawed, instead that thinking both are romances. Id direct you attention to the stream(in 3 parts) itself if you wish to know more
