    Surgebinding is more powerful in terms of combat because it allows healing and shardblades which cannot be blocked by allomancy. But in terms of practical use allowmany is much more practical. For the second question it depends which ideal the windrunner was on, a first or second ideal the mistborn would win. Anything besides that the windrunner has it.
