I'm going to go off the deep end of science here, but it looks like the the cognitive anomaly is at a Lagrangian Point -- either L4 or L5 depending on the direction the planet orbits.
A Lagrangian Point is basically a location in space created by 2 bodies (like a planet and sun) that a 3rd body (another celestial body, or a spacecraft) can orbit, despite being empty. There are only 5 Lagrangian Points, L4 and L5 are located 60 degrees ahead and behind the planet on its orbit respectively. Both points are completely stable, meaning that any object in or orbiting the point would stay there almost forever, having an extremely low change of ever moving relative to the planet. Many planets in our own solar system have small objects located in or around their Lagrangian Points.
With the cognitive anomaly being around 60 degrees away from the planet, it looks like it could be an object in the physical realm stuck in the L4 or L5 point that has some conscious something on it, making it register in the cognitive realm.
TL;DR
Due to wired laws of physics it is totally possible, and even likely, that a small celestial body is located in the exact spot in the physical realm where the cognitive anomaly is. An object like that could certainly create a 'anomaly' in the cognitive realm in the right circumstances.
Anyways, thanks for induing my science nerdyness. Super cool that we got the star chart; I can't wait for the essay and planet map! Should be super interesting to see what the challenge is.
