Even though his order is not mentioned, is it safe to assume that the Lopen would belong to the Stonewards since he had the ability to regrow his arm? Or is this just a perk of being a surgebinder?

Healing is a default function of Stormlight. There is speculation that Lopen is not actually a Radiant but one of Kaladin's Squires. A squire is basically a half knight. We know they can draw in stormlight, but-as far as we know- they can't use it for surges. If The Lopen is a knight I expect him to be a windrunner like Kaladin, or a edgedancer like Lift.

the lopen is an order all by himself, with the power to summon cousins to do his bidding

EDIT: we may tentatively call his surges cousingbinding and favorcalling

here an example of how his power works:

-kaladin can fly with the power of stormlight. lopen cannot, but he has a cousin who has a cousin who owns an airplane factory, and owes him a few favors, so he can loan a plane and fly.

-Kaladin can fight like a little god with the power of stormlight. lopen cannot, but after all they've been through kaladin is practically his cousing, so lopen can get kaladin to fight for him.

His Nahel bond is with the rare cousinspren. His order is the Cousincallers.

"Eh, gancho, we've been through so much together you're practically my cousin!"

"Um...Thanks, Lopen..."

"NOW DO MY BIDDING, WHELP. THE POWER OF COUSINS COMPELS YOU."
