They didn't have it. Jezrien's clothing was ruined in the prelude from the fighting, which it shouldn't have been, other than sweat matting, if he had been encased in armor. 

Only relevant wob I can think of, Brandon doesn't do anything to counter the idea that armor is something the Heralds didn't have.

As Calderis said there is no instance of Heralds having or refering to have Plate of any kind (other than Nale, but he is something more).

Much more Kalak stated to be murdered many times from Thunderclast's claws and this is an unlikely scenario if you are an unlimited fueled Surgebinder with a Plate (that use Investiture to repair itself)

OK, so Honorium-foil hat theory: the Dawnshards were Honorplate, but this wasn't something the Heralds wore. It was something Honor himself wore.

Honorium-Odium (Honodium/Odorium!) alloyfoil hat theory: Shardplate is made out of pieces of Honorplate.
