The formal duels we see in WoR need both. You break 3 parts of the Plate and you win.

And as for Dalinar wining the set of shards, all that is said is that they were given to the king, not that they are the ones he uses. WoR spoilers: During the first duel in WoR, Adolin's opponent is using a set of the King's plate.The king also still has Gavilar's plate and blade, likely holding them in trust for his son, since Shallan draws them during the events of WoR.
