(Spoilers, just in case) what was Nalan up to at the feast?

I apologize if this has been discussed before, but I really wonder:

I assumed Nalan and his companion - who may or may not be, but probably is another Herald, though Jezrien explicitly forbade them to seek out each other - were there to observe Szeth's operation. But on my reread of WoK (which I just started), I couldn't help but noticing them talking with Elhokar, shortly before Szeth went to kill the king. Was that just idle chatter? Nalan doesn't seem to be the type for that. So now I'm wondering if there was more to it. Also, what part did they play in Gavilar's death?
