Can Scadrians use powers of other shards?

Unlike the rest of the humans in the Cosmere which were created by Adonalsium, Scadrians were have only  Preservation ad Ruin in them, so can they use powers of other shards?

From what I understand there's nothing stopping a Nalthian from passing their breath on to anyone. Reading a little bit on the Coppermind, I don't think there's anything that could stop them from being a Forger other than their own willingness to study it. Maybe a Tineye would have a massive leg up on discerning different types of wood, stone and similar organic items.

From what I could tell, it almost seems like you would need to be from Mai Pon or a nearby location to use it in the first place.
