In chapter 7, while contemplating how Laral had infused spheres, Kaladin says (thinks?) :

During the clash with the Voidbringers, the Stormfather had summoned an irregular highstorm to match the Everstorm.

Does this mean the Stormfather can summon a highstorm whenever he wishes? Would he be able to place it wherever he wishes as well or would they have to begin at the origin like all the others? Will Dalinar be able to do that upon swearing a certain ideal?

I'd have to look back in WoR to be sure, but I'm fairly sure that the Highstorm came into existence at the Shattered Plains. At least, if it began at the Origin, then that means that Highstorms move crazy fast for it to have gotten to the Shattered Plains that fast.

I seriously doubt it. I'm also not sure that the Stormfather can do it at will. Maybe only if there isn't already one traveling across Roshar. At most Dalinar will progress far enough with the Stormfather that the Stormfather would be willing to do it if Dalinar asked. Of course, he wouldn't be able to do it too often for fear that the Stormfather start feeling used. Which I suspect is part of why the Stormfather might refuse being summoned as a Shardblade.

We don't know, but I believe the stormfather need to wait for the Stormlight to stack over a certain treeshold to summon a new Highstorm.

When he did this in WoR, they were in the middle of the Weeping and the Stormlight on ROshar was mainly returned to the Spiritual so it was avaliable to be released again in the physical realm
