Odium talks to Dalinar and implies that Dalinar has the power to release Odium from the contracts/bonds Honor has placed on Odium. My conclusion from this is that in becoming the Bondsmith of Honor - by virtue of Honor being dead - Dalinar has become essentially the Executor of Honor's Will, and can enter new contracts, and modify existing contracts/Oaths on Honor's behalf.
