If it's a "cookie" from the Dark Alley, the rootbeer wins, hands down. If it's an oatmeal raisin cookie, the rootbeer also wins. If it's a warm, gooey, chocolate-chip cookie (FREE of hemalurgic spikes), then I'd say cookies are better than rootbeer.
