What should be done, morally, for/to Epics of the sort that the Reckoners regularly kill? I refer both to the Epics that were criminals or bad people before becoming Epics and the Epics like Prof and Megan. Conflux has only one confirmed murder, and that was an accident, so he is out.

If there's some way to free them from their corruption, then that needs to take priority over all other alternatives. If an Epic is already reformed or is known to be fighting corruption, they should not be killed or otherwise targeted.

If there is an Epic like Fortuity who kills regularly and shows not the slightest sign of corruption, then I feel it is ethical to intercede on behalf of his future victims and put an end to him.

Even the ones who were regular killers should not be held accountable for their actions, so to speak. While their assassinations might be necessary they are clearly not responsible for their behavior, as extreme cases like Phaedrus' dramatic turn towards evil prove. Killing might be necessarily, but ethically Epics aren't much more responsible for their crimes than the victims of a virus that turns them into zombies.

I think putting them in a position where their powers are useless, waiting for them to realize that fact, and just waiting until they don't use their powers long enough to let their personalities manifest, then interrogate them. It might be difficult to do this, especially since Epic powers seem to cause a sort of 'itch' in the Epic, which facing their fears negates.

I think that it should be noted that not all Epics were murderers like Newton, or criminals, like Steelheart. Some, like Regalia or Prof, were normal people. Killing them willy nilly, especially given an alternative, would be a bad idea.

There is also the possibility of getting a High Epic that is truly bad, having them face their fears, then having no weakness. Basically, you get an Epic that you can only kill via old age.

That's actually pretty terrifying.
