I was wondering where was Marsh during the entire time of Shadows of Self?? We don't get a single glimpse of him...

The image of Marsh with a Hawaiian shirt and a tourist pamphlet exploring exotic lands is really rusting hilarious to me.

Also, Marsh isn't Harmony's agent. He does his own thing. The ending of Alloy of Law made that plain.

I'm pretty sure Harmony was doing everything he could to keep Marsh out of the way.  

Paalm managed to reveal that Harmony was using Kandra to manipulate the public.  If she could have got people believing that Harmony was using their mythological representation of Death to do the same, it could have been disastrous.  

 

And Marsh just isn't suited to solving the problems at hand.  He's not got a subtle touch with his emotional allomancy so he's not suited to countering riots, he's incapable of blending in or investigating, and he's literally one of the top 15 or so most famous people in history.  Elendel is too big for him to get away with an extended visit.  

 

I'd be willing to bet that Harmony saw bad things happening if he was around.

Yes. And, symbolicaly speaking, if Wax is Harmonys Dagger, then Marsh is his Greataxe. Hunting one specific person sutis Wax much more than Marsh. Marsh would be useful if Harmony got a problem with a million of something (E.G. voidbringers) invading scadrial, but not hunting down one rogue Kandra.
