I was wondering if a clone would be born with a full breath? 

If so in the future you could quite easily set up a clone farm to harvest breaths.   They don't even need to be good quality clones, even a 5 year life span would be enough time to teach them to talk & brainwash them into giving away their breath.

They would have to understand the Command, though and have the Intent to do so.

I feel like Breath is a Gift from Endowment to the naturally born people of Nalthis. Even if you could make this work, you should probably question if angering Endowment by abusing that gift (and harming life to do so) is an intelligent decision.

Hoid was not born on Taldain-- err Nalthis, on Nalthis. So no, he did not start with one. But the magic was much different when he started. He was before the Shattering of Adonalsium so things are weird regarding him.
