Finally figured it out.

When Taravangian does the big reveal about Jasnah's old assassination plan, here's how it should have gone:

Jasnah smiled at the god. Without turning her head, she said, "Fen, just out of curiosity, how detailed was your plan to assassinate me?"

The queen paused for surprisingly long before responding, "Your spies didn't tell you? I was sure you had someone in my own spy network."

"Well, I did, since you mention it. I was just curious how honest you'd be." Jasnah looked into the glowing presence that extended between worlds, wishing she could meet its eyes. "Odium, we're both Queens. We understand reality. Did you really think Fen was a naive fool? She isn't."

For me the whole discussion really put a big dent in Jasnah's image of being super intelligent etc. I think it would've been way better to have the whole debate happen off screen and instead just describe the aftermath and Jasnah's self-doubt after being unable to protect/keep Thaylenah as well as Alethkar. The whole way of argumentation reminded me way more of modern-day political debate meant for uninformed masses rather than between the three characters.

And yeah, I too would've taken Fen to be and react more like you suggest rather than how she did behave in the book.
