We do not know - Xisis thinks he is dead, Hoid and Starling believe he is alive.

Opposite, it is explicitely stated that one of the primary reasons Starling thinks he is alive is because he is not on the Spirit Shores. IED CH 32:

I'm not sure Xisis thinks Frost is dead. I think he's just taunting Starling, because he's a cruel being.
