Yes for the former. You can still effect investiture with perception. It's harder with sentient things, of course. But I think overall reality is more vulnerable to to the mind and force of will here.

Maybe...

What can the Maw do? Is it like a mini-Shard, where it has complete mastery over Investiture, or is it just sitting there passively? Or, given the nature of it, does it have Bondsmith-type abilities?

I don't think it can control connection, but it can probably sense it and follow it. Maybe teleportation through the spiritual realm?
Fitting of Virtusity's investituiture, it should have some kind of control over the tones, maybe like, vibrating the cracks in reality?
I suspect it may be able to sort of "drain" investiture like a larkin, but from a system. Not instantly, but slowly. Imagine spheres having their stormlight drift upwards towards the sky towards a distant point. 
You could probably form a Nahel Bond with it.

Control over the tones, sure. Please no vibrating reality. I'm already stretching, trying to imagine this extradimensional warping. 

As for draining Investiture... it can do that I guess. I really don't know much about how that mechanic works. 

A Nahel Bond would be funny, because it would leech Investiture that the person holds really quickly, and in return that person may gain a magic system that would be really hard for them to use given previously mentioned Investiture leeching.

Should we add weird little ado made magic planets that have something somehow survive?

Like how roshar probably would have survived, even if a shard hadn't settled there.
