Backstory: Comes from a dragon society (where dragons prefer to be in human form most of the time) very very far away where people can learn to manifest thoughts and ideas through intense training. An induction test gone wrong, he suddenly apeared and has no idea where he is.

Miscellaneous: Is really really really bad at using his powers.

Even a rudimentary wish is still a wish, and that's OP, I would let you do something with magic capabilities as much as a 5th-level wizard (Dnd 5e) at most.
