He was in the throne room with the two top concubines (who were honestly more like wives and had come by choice). He was in the middle of debating with someone.

He doesnt interrupt. He wants to spend the least amount of time in the court as possible.

He picked up that the man wanted a bit more land for his farm. The number of their livestock was too many and they didn't have the room to support them. The king argued that he could slaughter the animals and sell their meat, but the man said it was a lot of dairy cows and young calves. If the animals were killed now it could cause a food shortage.
