Technically that piece of writing hasn't been canonized, but yes. You'd need an outside injection of Investiture or energy, but with that, yes.

Wait but aren't there moving parts inside of guns? I though TSM established that the shard has to manifest as one solid piece?

Oh right… hmmmmmmmmm i now need to make a gun thats all one piece. Or maybe it’s one piece but some of them move. Like he made a chain and the chain could move around right? So couldn’t we make a gun that’s a all one piece but still moving?

Or or or or maybe, you use a man-made gun, but manifest the Shard as a bullet that you can recall at will, use over and again, and of course shoot people with Shard soul-cutting benefits.
