As for limitations. There are no explicit rules for power. Like @TwinStorm said, you can  be anybody in the cosmere including a shard. That said, if you wanted to create a character who has a ton of power, nobody would stop you, but it might get a little interesting. You would quickly raise the tension scale and attract shard's attention. Do whatever you want within reason. Natural consequences will happen. But yeah.
