You have a slight misunderstanding of how AonDor works. It’s true that Elantris amplifies Aons, but that’s not why Elantrians can’t use Aons when outside of Arelon. AonDor is bound to the nation of Arelon, not the city Elantris.

The resident Shards of Sel, Dominion and Devotion were splintered by Odium. Odium shoved their combined investiture out of the spiritual realm and into the cognitive realm, basically land-locking the various magic systems. This is also probably influenced by the nature of Domion and Devotion as they relate towards people’s relationship to their home nations.

We know that later on in the timeline, some Elantrians learn how to store their Connection to Arelon, to use AonDor normally even when far away from Arelon

A good example of this is the “sorceress” Riina, who is actually a space age Elantrian, capable of using AonDor even when residing in a totally different star system than the Sel-ish system

I didn't realize there were connection shenanigans. I simply thought the Riina had the Aon and that let her use it

WEAK AONS

Elantris is like a massive power conduit. It focuses the Dor, strengthening its power (or, rather, the power of the Aons to release it) in Arelon. This far away from Elantris, however, the Aons are about as powerful as they were before Raoden fixed Elantris.

If you consider it, it makes logical sense that the Aons would be tied to Elantris and Arelon, yet would work without them. The Aons had to exist before Elantris–otherwise, the original Elantrians wouldn’t have known the shape to make the city. Their study of AonDor taught them a method for amplifying Aon power.

So, the power level that Raoden achieved with the Chasm line, but without "fixing" the city is roughly the power level of Aons before Elantris was built, which is the power level of Aons when "away" from the amplification effect the city produces. 

Which makes sense, the Dor is everywhere in Sel's Shadesmar - so on Sel the Aons can be used wherever they access the Dor - but not with the same amplification effect when away from "home."
