In WoK chapter one, Szeth sees two people talking to Elhokar (maybe Nalan and Kalak) and then looks into the beggers feast. He sees a potentially drunk man who slurs and asks Szeth if he had seen him, then Szeth immediately sees the statues of the Heralds starting with Jezrian. It seems like the begger is talking about the statues and refering to the statue of Jezrian, like it is him. Szeth passes him by thinking the begger was most likely drunk. The WoB says that all Heralds were either seen on-screen (figurative sense, obviously) or mentioned in the Way of Kings, counting the Prelude. I'll see if I can find it.
