Uhhhhh Eloh liked stories and was really smart. He knew lots about the cosmere. He only cooperated in shattering because he knew they would do it without him, so why not do it too (also he had a plan) (did you perhaps have any desire for Eloh to have… ‘cultivated’ a relationship
