What determines access to magic systems

...and then fell immediately unconscious and woke up (blind without the tin he'd become dependent on, yes?) bleeding in a house on fire. No trauma whatsoever. How do you people spend your regular tuesday evenings?

Haha yea I guess getting stabbed in a burning house would be traumatic. It's been a while since I read HoA.
