Does the maturity of your spren determine how well a surge works?

It seems to me that it does. Kaladin didn't start doing awesome things until Sly was more developed. Once the bond developed more between them he started affecting larger events. Like the arrows on the bridge run that he pulled away from his crew. Previosly it was smaller things that others attributed to luck. I think that as Sly matured Kaladin's abilities were enhanced.

That may also mean that Shallan won't be able to change larger events until Pattern matures. Jasnah may have to be the one to save them on the ship.

Shallan was able to Soulcast before even managing to get her bonded spren into the Physical. You do raise up a good question, though.

I think that as the spren bonds more tightly to you (gaining a further presence in the Physical) it imparts more Investiture into you, which should increase your power with the Surges. There really isn't a whole lot of evidence to support this (Kaladin doesn't really count, since he didn't know he could use his Surges before Syl and Teft told him), but there's a sound metaphysical framework for it.

Maturity is probably one piece of it. It seems like once the spren's mind is all there, the Ideals are what become important in the power of the Surges. Pattern/Puppy can hardly navigate the floor without bumping into posts right now, so I doubt he is at full strength, hahaha.

I think that it is due to a lack of proper training. So without someone more knowledgeable to guide them, they either have to wait until their spren is able to teach them or they learn from trial and error.

I thought it went the other way around, as Kaladin learned more ideals and his bond strengthened Syl gained more of her memories.  I remember that Syl told Kaladin that they could end the bond, but she would lose her memories and go back to the way she was.  I just assumed that if severing the bond would reduce her mental capacity, the bond itself must be in some way necessary for her increasing mental capacity.

It was also Syl that told Kaladin that dropping from the bridge would be fine. That and Wyndle's behavior is what makes me think what we've seen is a little bit self taught but needing spren guidance for the big tricks.
