Question about Dalinar Kholin in Words of Radiance

In Words of Radiance how does Dalinar Kholin bind himself to an Honorblade of Talenel. Also since it is an honor blade how can it be summoned in 10 heartbeats as it has nothing to do with spren.

Also when dalinar uses it against Szeth at the end why doesnt it give him powers like szeth has from using honor blade. Is this an error or inconsistency?

If you look at the description of the blade that Taln drops in Kholinar, it's different then the blade Dalinar summons. Somebody stole Taln's blade and replaced it with another. My Guess is Hoid gave it to someone.

Pretty sure I saw a WoB somewhere saying that Hoid didn't take the Honorblade. My next guess is Liss.

According to WoB, the blade Dalinar bonded was not an Honorblade. The blade that the "man called Taln" had in WoK is different than the one Dalinar bonded. Also, Dalinar heard screams when he summoned the blade at the end of WoR. This means that the blade was just a normal Shardblade.
