Which are both candidates for the most powerful, but the topic of Hemalurgy now means one's power can be entirely stolen, which asks the question, what power does it not steal?

Not necessarily. Strength falls under the umbrella of power, along with  other attributes, such as persuasiveness. In short, strength is part of power, so power isn’t entirely strength based
