Is Invention the greatest "world-builder" Shard?

I think there's a WoB that says some sets of Shards have to be plural to make a planet, and the Coppermind says that Starling says that Invention is a maker of planets, ones more advanced than Scadrial. Does this indicate that Invention is the greatest planet-making Shard?

With the fact he can do it solo yes. I'd say creating planets would fit very well with his intent

It's possible. I also think Cultivation would also be excellent at this, save for the fact that Odium showed up. I am skeptical about the Invention planets' "advancement" as I suspect there's something more going on. Perhaps they focus on science at all costs and lack industry, empathy, investiture, or something along those lines.

I think the Coppermind also said that the people of the Grand Apparatus view themselves as Invention's, so I would think that the Investiture there primarily was assigned to Invention at the Shattering?
