Does anyone know why Hoid is able to leave Roshar, while none of the other Knights Radiants can?

It seems that with the formation of the new Oathpact after/during the combination of Honor and Odium etc. and the flight of Cultivation off Roshar, Spren are free to leave the planet as can be seen with the ones travelling with the Irialis through the Cognitive Realm. Iirc 12124, who now travels with Sigzil, mentions some Windspren and others who also travel with the caravan.

Found it: 

Sigzil considered, rocking in place, numb. “Spren can’t leave Roshar. Why are you here on this caravan?” “Ah, well, you see,” the highspren said—having far more familiar a tone than Sigzil had expected—“I can leave now! Any of us can. There are some in the caravan, even some windspren and other smaller ones. Cultivation fled, and it was her bond with Honor, and their agreement with Odium, that locked us here.”
