[Dan Wells] Learner's Permit?

So, I started reading Mr. Monster today, and something really reached out and hit me.

John has a learner's permit. But he drives on his own. At least here where I live, a learner's permit only allows you to drive with a parent or certified driving instructor in the passenger street. But nobody, even the FBI agent who just got done talking with him about getting his license in a month, thinks its strange that he drove himself to the police station?

What kind of parent just hands her kid with the learner's permit the car keys and lets them drive? And what kind of parents does Brooke have that send their daughter to school every day in the passenger seat of a car driven by a kid without a license?

Heck, not 5 minutes after telling someone he drove himself there, they tell him it won't be long until he's out tearing up the streets. Sounds to me like he already is.

I live in a small town, and trust me. No one cares if you drive without a licencee (or even without a permit) till the last week of the month when the cops are struggling to meet their ticket quotas. Also, the limitations of a permit differ from state to state.
