BAN spammers

I get it they keep making accounts but is there a way to IP ban or hardware ban them.

Those methods won't work. Our bans ARE IP bans. As you can see, not effective. It is trivial to have basically an infinite amount of bots through any variety of IPs through a VPN. We don't have the capability in the software to do a hardware ban. It's not like it's a single computer doing this though.

You will just have to report them using the Report button on a post.
